SHELTON, Director <br /> Richard D.Lamm y <br /> Governor <br /> DATE: December 30, 1985 <br /> TO: Mike Long <br /> FROM: Candace Thompson <br /> RE: MID-CONTINENT MID-TERM REVIEW C-017-81 <br /> After review of the permit correspondence file and the Division' s findings <br /> document and after consultation with Jim Herron, I have developed a more <br /> refined idea of the man-power needs for completing the Mid-Term Review. The <br /> major requirements in the Mid-Term Review will be a reevaluation of the <br /> existing surface and ground water monitoring data with a subsequent rewriting <br /> of the PHC and/or CHIS if applicable. The other major task will be a review <br /> of the bond and checking of the assumptions made to derive the bond amount. <br /> Many smaller tasks remain, which as the lead on the mine, I believe I will <br /> have to undertake mainly by myself. Under the current plan, Mid-Continent is <br /> submitting revisions to the permit application chapter by chapter. Chapter 1 <br /> concerning legal and financial information has already been submitted. A memo <br /> is in typing to George Wear detailing my adequacy concerns for this chapter. <br /> Other chapters requiring major re-writes will be Chapter 2 - Mine Operation <br /> Plan which Doug Bowman has said is nearing completion. Also, Section 3 of <br /> Chapter 3 on Hydrology description is being re-organized by the operator. <br /> This basically entails reformatting of hydrology monitoring results to allow <br /> for depiction of effects of mining on the hydrologic balance. <br /> Another task nearing completion is review of stipulation responses for the <br /> mine. I have reviewed personnel requirements for these tasks and, other than <br /> myself, have identified the following needs for personnel . Jeff Deckler is <br /> presently reviewing the bond calculations and amount required for reclamation <br /> of the mine site. I have discussed with Sandy Brown and Susan Mowry the need <br /> to review bond type submitted, the present bond entails a first lean on <br /> property in Carbondale owned by the mine. Sandy has a document from Robert <br /> Hyken detailing problems with this type of bond. I will need her or Susan to <br /> review the present bond type and to determine if this bond is an acceptable <br /> form. Also, we need to determine the frequency required for reappraisal of <br /> the property we now hold. <br /> As you've probably noted, I have not projected needing either Gregg Squire or <br /> yourself in this Mid-Term Review. I had thought of Gregg mainly in terms of <br /> reviewing revegetation or soils requirements and to-date have not identified <br /> any needs in these areas.
