CDES CO- 0000396. <br />Dear Mr. Holmer: <br />Mid - Continent Resources has requested an amendment to our permit <br />which provides for a water treatment plant. The Division has <br />requested that we provide the name and number of the certified <br />plant operator in charge, and to know who will be responsible for <br />the plant when it is operating. <br />- Certified Plant Operator. <br />Randy Litwiller. #1051. <br />Mr. Litwiller is the Superintendent of the coal <br />preparation plant, and he will have responsibility for <br />the water treatment plant as well. <br />- Staffing Plan. <br />The coal preparation plant usually operates three shifts <br />per day, Sunday night through Friday. A plant foreman is <br />in charge of the plant during each shift. The plant <br />foreman in charge of the shift will be responsible for <br />the operation of the water treatment plant' during that <br />shift. <br />During weekends or other periods in which the water <br />treatment plant is operating but the coal preparation <br />plant is not operating, security personnel (who are at <br />the mine site during weekends and holidays) will monitor <br />the plant control panel and the discharge from outfall <br />020. These checks will be made twice per shift during <br />the first few months of operation of the water treatment <br />plant, and during periods of high flow from the mine. <br />When the plant has been on -line and functioning without <br />
