C-017-81 <br /> Dear Candace: <br /> In accordance with Paragraph 2 . 08 . 4 (d) of Regulations of the <br /> Colorado Mined Land Reclamation Board for Coal Mining , a technical <br /> revision to Permit No . C-017-81 (Coal Basin Mines) is reque. L`d <br /> with respect to the light use road system as now permitted . <br /> The Coal Basin Mine Permit Application addresses the Coal <br /> Basin light use road system in Volume 1, Chapter II , Section <br /> B . 4 . c . (4) , Pages 58-59 and it is depicted on a map designated <br /> Exhibit II-B-5 and located in a map jacket in the rear of Volume <br /> 1 . In addition to the system depicted on Exhibit II-B-5 a <br /> technical revision was approved on July 12, 1985 for an extension <br /> of the system by 4200 ' on Mid-Continent Fee Title land to the <br /> vicinity of three proposed gas well sites near the center of <br /> Section 18 . See attached map labeled Enclosure #1 for the <br /> status of the light use road system along the top and west slope <br /> of Huntsman Ridge. <br /> The purpose of this technical revision proposal is to <br /> obtain concept approval for the construction of a 1 . 4 mile <br /> section of road that will connect the portion on the White River <br /> National Forest side of the ridge with the upper portion on the <br /> Gunnison National Forest side of the ridge . See proposed location <br /> of this section indicated in red on the map at Enclosure #1 . The <br /> reason concept approval is requested at this time from MLRD and <br /> OSM, even though all the field environmental data gathering and <br /> detailed engineering work has not been completed , is that the <br /> G ison tional Forest does not want tq seriously consider our <br /> request until they receive---a--tee-R-n-i-c—al—revision proposal from OSM <br /> for their comments . With the very limited period during the <br /> summer months when field work can be accomplished at 11, 000+ feet <br /> elevation all agencies must address our proposal simultaneously <br /> or it will take years to obtain approvals to construct the <br /> road from all concerned agencies .
