Box 500 <br /> Carbondale, CO 81623 <br /> Dear Mr. Thompson: <br /> During the review of Technical Revision 13 ( design of refuse pile drainage <br /> ditches ), no designs were found for collection ditches on the part of the <br /> old refuse pile which was in use during the first permit term (until 1984) . <br /> These areas are drained by ponds 006 and 007. Do designs for these ditches <br /> exist in the Mid-Continent Permit Application? If not, it would appear that a <br /> Technical Revision shall be necessary to incorporate such designs. According <br /> to Rules 4.10.3( 2) and 4.09.2(7) , these ditches must be capable of passing a <br /> 100-year/24-hour event. <br /> Please contact me on this matter as soon as possible, as 100-year/24-hour <br /> collection ditches for coal processing waste banks were to have been in place <br /> earlier this year. <br /> Sincerely, <br /> William B.
