Box 500 <br /> Carbondale, CO 81623 <br /> Re: Designs for Drainage Ditches , Coal Processing Waste Piles, <br /> Coal Basin Mines (C-81-017 ) <br /> Dear Mr. Thompson: <br /> As indicated in the adequacy letter for Technical Revision 13, and in the <br /> letter sent the same day concerning the old refuse pile, it is important <br /> that all refuse piles at Coal Basin be drained by ditches capable of safely <br /> passing a 100-year/24-hour precipitation event before winter conditions make <br /> their construction impossible. The old refuse pile was not considered in the <br /> original letter sent by the Division on January 6, 1989 due to an oversight. <br /> Therefore, the Division requests that designs for such ditches on the old <br /> refuse pile be submitted as a Technical Revision no later than November 10, <br /> 1989 , for those areas which are not grandfathered. This will include all <br /> areas whose drainage passes through sediment ponds 006 and 007 . It would <br /> also be advisable to finalize the designs for the Rock Tunnel and Sutey piles <br /> as soon as possible, so that construction is not jeopardized by snowfall and <br /> frost. <br /> Sincerely, <br /> William B.
