Sinn to Permit No. C-017-81 (Coal Basin Mines) is requested <br /> with respect' to the light use road system as now permitted. <br /> The Coal Basin Mine Permit Application addresses the Coal Basin <br /> light use road system in Volume 1, Chapter II, Section B.4 .c. (4) , <br /> Pages 58-59 and it is depicted on a map designated Exhibit II-B-5 <br /> and located in a map jacket in the rear of Volume 1. <br /> The request is to upgrade the approximately 8. 6 mile section <br /> extending from the #4 mine portal over the top of Huntsman Ridge, <br /> down the west side and back up to a point near the top of Hunts- <br /> man Mountain as depicted in blue on the attached maps. Approxi- <br /> mately . 5 of a mile is on Mid-Continent fee land, 2. 8 miles on <br /> the White River National Forest and 5. 3 miles on the Gunnison <br /> National Forest. <br /> The upgrading of this portion of the light use road system is <br /> required to provide access to the area above the current under- <br /> ground mining operations for subsidence monitoring, coal explora- <br /> tion and methane gas extraction activities. <br /> The upgrading project will bring the road up to the standards <br /> outlined in Paragraph 4 . 03. 3 of the MLRB Regulations and to <br /> comply with both Forest Service' s Special Use Permit Require- <br /> ments. Primarily the work will consist of improving drainage, <br /> installing culverts and graveling those sections that traverse <br /> alluvial deposits. Some widening of switchback turns may be <br /> required to accommodate truck mounted gas drilling rigs. <br /> The work on this section of road needs to be done as soon as <br /> possible now that the weather conditions at the 11, 000+ foot <br /> elevation levels are favorable. Consequently, expeditious <br /> approval of this request is needed. _ <br />
