We understand <br /> your need for conceptual approval , however, the regulations allow us no <br /> vehicle for such approval . We do agree that if the surface manager, the <br /> Paonia Ranger District, agrees that the upgrading of the existing road is not <br /> feasible and/or would create more environmental harm, that the proposed <br /> alignment appears to be the logical alternative. <br /> If a meeting between ourselves, OSM, and the Paonia Rangers would help clarify <br /> the requirements of all parties, I will be happy to set one up. <br /> Sincerely, <br /> i h , <br /> Candace M.
