C-017-81 <br /> Dear Candace : <br /> Transmitted herewith is a technical revision request to <br /> the Coal Basin Permit Application that is designed to expand the <br /> size and storage capacity of the Sutey Coal Refuse Pile . <br /> This revision is required at this time to accommodate a <br /> larger working area and greater volume capacity for coal refuse <br /> than was anticipated at the time the permit revision for the <br /> facility was submitted and approved . The greater working area <br /> is needed for new layers of refuse to dry out sufficiently <br /> for proper compaction before another layer is deposited . The <br /> increased volume of coal refuse is resulting from unanticipated <br /> increases in the volume of production and in the percentage of <br /> the processed coal that is being discarded to meet the high quality <br /> requirements of 'ou customers . It was estimated that the percent- <br /> age of waste of thliPprocessed coal would not exceed 25% . However , <br /> on occasions , it has exceeded 40% . These two factors have <br /> increased our estimated storage volume for the Phase I pile from <br /> approximately 175 , 000 cu yards per year to approximately 434 , 000 <br /> cu yards per year . <br /> Our proposal is to increase the storage area to the north <br /> just short of the stream diversion channel as indicated on the <br /> attached construction drawings . This Phase II design will provide <br /> storage for approximately 1 , 700, 000 cu yards of refuse , or a <br /> total of four year ' s disposal at the current rate (430 , 000 cu <br /> yards per year) . The Phase II configuration will extend the life <br /> of the pile well into the next permit period which commences on <br /> June 1 , 1988 . The increased area will provide adequate space <br /> to properly spread , drain and compact the refuse during the wet <br /> winter months . By April of 1989 , if rates of production and <br /> disposal percentages remain as they are now, a Phase III design <br /> will be submitted that will require an extension of the conveyor <br /> system and a Special Use permit for some Forest Service land <br /> north of the present Sutey boundary . <br />
