Reclamation of Sediment Ponds
The applicant did not include any costs for reclamation of the sediment ponds,
although these areas appear to be included in the revegetation costs.
The Division makes the assumption that all material required to backfill these
ponds is located in the pond embankments. Also, the assumption is made that the
volume of material to be moved at each pond is one-half the volume of the sediment
pond.
The average sediment pond has a volume of 1.69 acre-feet. Therefore, the average
amount of material to be moved is 1,367 yd3 per sediment pond.
The Division assumes that the average push distance for reclaiming the ponds i-s
75 feet. Based on this, a D9U has an unadjusted production rate of 1,700 LCY/hr.
The adjustment factors are:
Condition Factor
Average Operator 0.75
50 Minute working hour 0.84
Grade Factor 0.98
Altitude deration 0.94
Overall Factor 0.58
Therefore, a D9U dozer can move 986 yd3 per hour and complete each pond in 1.4
hours. Travel time between ponds would bring this to approximately 2 hours per
pond. With 19 ponds, the total cost for backfilling the ponds would be:
1 - D9U dozer: 38 hours @ $127.00/hr. _ $4,826.00
1 - Operator: 38 hours @ $ 15.00/hr. _ $ 570.00
TOTAL COST: $5,396.00
Based on all the preceding discussion, the following is the Division's estimate of
the reclamation costs for the Coal Basin mines.
Topsoiling
The applicant did not include the cost for topsoiling disturbed areas. Three areas
will have to be topsoiled; the Rock Tunnel portal area, the Rock Tunnel disposal
pile, *and the coal processing waste embankment.
The Division measured the average distance from the topsoil stockpiles at the Rock
Tunnel site to be 600 feet for both the disposal pile and the portal area. The
Division will assume that this is the case for the coal processing waste embankment.
A total of 2 acres at the Rock Tunnel portal area, 4.5 acres (assuming 2/3 topsoiled)
at the Rock Tunnel. disposal area, and 2 acres at the coal processing waste embankment mus
be-topsoiled. Therefore, to replace 12 in. of -topsoil, 13,713 yds. of topsoil must be
moved. The average grade as determined from the maps, including rolling resistance,
is 8% loaded and 6% unloaded. Therefore, a 992C loader would have the following
cycle time:
