Reclamation of Sediment Ponds <br /> The applicant did not include any costs for reclamation of the sediment ponds, <br /> although these areas appear to be included in the revegetation costs. <br /> The Division makes the assumption that all material required to backfill these <br /> ponds is located in the pond embankments. Also, the assumption is made that the <br /> volume of material to be moved at each pond is one-half the volume of the sediment <br /> pond. <br /> The average sediment pond has a volume of 1.69 acre-feet. Therefore, the average <br /> amount of material to be moved is 1,367 yd3 per sediment pond. <br /> The Division assumes that the average push distance for reclaiming the ponds i-s <br /> 75 feet. Based on this, a D9U has an unadjusted production rate of 1,700 LCY/hr. <br /> The adjustment factors are: <br /> Condition Factor <br /> Average Operator 0.75 <br /> 50 Minute working hour 0.84 <br /> Grade Factor 0.98 <br /> Altitude deration 0.94 <br /> Overall Factor 0.58 <br /> Therefore, a D9U dozer can move 986 yd3 per hour and complete each pond in 1.4 <br /> hours. Travel time between ponds would bring this to approximately 2 hours per <br /> pond. With 19 ponds, the total cost for backfilling the ponds would be: <br /> 1 - D9U dozer: 38 hours @ $127.00/hr. _ $4,826.00 <br /> 1 - Operator: 38 hours @ $ 15.00/hr. _ $ 570.00 <br /> TOTAL COST: $5,396.00 <br /> Based on all the preceding discussion, the following is the Division's estimate of <br /> the reclamation costs for the Coal Basin mines. <br /> Topsoiling <br /> The applicant did not include the cost for topsoiling disturbed areas. Three areas <br /> will have to be topsoiled; the Rock Tunnel portal area, the Rock Tunnel disposal <br /> pile, *and the coal processing waste embankment. <br /> The Division measured the average distance from the topsoil stockpiles at the Rock <br /> Tunnel site to be 600 feet for both the disposal pile and the portal area. The <br /> Division will assume that this is the case for the coal processing waste embankment. <br /> A total of 2 acres at the Rock Tunnel portal area, 4.5 acres (assuming 2/3 topsoiled) <br /> at the Rock Tunnel. disposal area, and 2 acres at the coal processing waste embankment mus <br /> be-topsoiled. Therefore, to replace 12 in. of -topsoil, 13,713 yds. of topsoil must be <br /> moved. The average grade as determined from the maps, including rolling resistance, <br /> is 8% loaded and 6% unloaded. Therefore, a 992C loader would have the following <br /> cycle time: <br />
