03/11/1994 08:33 3039638700 PAPER CHASE PAGE 02
CRYSTAL VALLEY ENVIRONMENTAL PROTECTION ASSOCIATION, INC.
BOX 921,CAkHONDALE,COLrORADO 91623
11 March 1794
Mike Long-Director (Fax 303-932-8106)
Colorado Division of Minerals and Geology
1313 Sherman Street
Denver, CO 60203
Re:Mid-Continent Resources Coal Basin Reclamation
Dear Mr. Long,
We urge you to press the bankruptcy court to reject the current
bankruptcy plan proposed by Mid-Continent Resources. The plan
includes a provision for the State of Colorado to drop its
liability suit against the corporate principals, a provision that
should not be accepted in light of the shortage of funds needed
for reclamation.
We also urge that you request the federal Office of Surface
Mining to file in federal court its own liability suit. By
enlisting the cooperation of OSM, you will achieve greater
leverage as well as demonstrate the State' s willingness to work
with OSM.
Further, it is the desire of our group that Mid-Continent' s 6,000
acres in Coal Basin as well as the surrounding public land be
restricted to low-impact recreational use. We frankly are
alarmed at Mid-Continent's proposal to sell off its property in
Coal Basin in 35 acre parcels. The kind of development that
could ensue would only aggravate the environmental degradation of
the area.
In conclusion, we ask that your office, which made the colossal
blunder of approving the bonding arrangement, pursue every means
of accomplishing complete reclamation of the once idyllic Coal
Basin site.
Sincerely,
o v
John L. Sebesta, Secretary
Home Phone 303-963-1069
Fax 303-963-6373
cc
Roy Romer,Governor State of Colorado (Fax 303-866-2003)
Robert Uram, Director-Designate
Office of Surface Mining Reclamation and Enforcement
Mike Mechau, CVEPA (Fax 303-243-7005)
