The inspection began at the loadout located in Carbondale. It was snowing <br /> during the inspection and 6-8"of snow had fallen the previous night....The <br /> inspection continued at the mine site where it had was snowing and raining and <br /> there were 2-3'of snow on the ground. The very limited working staff had <br /> managed to clear the road from Redstone to the facilities entrance and from the <br /> facilities entrance up to the lamphouse at the Rock Tunnels. They had also <br /> cleared the road down to the 016 pond series.... The ponds were covered with <br /> snow but appeared stable. Pond 001 was also discharging clear water at about <br /> 10 gpm. The ponds were also completely snowbound but appeared stable... <br /> Due to limited access to other sites this concluded the inspection. <br /> In October, 1993 rainfall saturated the ground at Mine #5 and prevented further <br /> work from early October on. Mulch had to be transported around the regraded <br /> site by a D-8N dozer due to the extremely muddy ground conditions. By October <br /> 18, as seeding was underway, the ground was covered with a couple of feet of <br /> snow. This is at approximately 9,000' elevation. <br /> Also in October of 1993, Redstone 4 west, the weather station which is situated <br /> at 8,000' elevation and is near the Sutey pile, recorded rainfall on October 6, 7, <br /> 9, 10, 11, 12, 13, 15, and rain and snow on the 16, 17 and 18. Snow fell <br /> November 11, 12, 13, 14, 19, 22, 23, and 24. <br /> DMG Bid Document: <br /> Task 3 Earthwork. <br /> The goal of the earthwork task is to place soil medium on the refuse pile <br /> in order to encourage adequate revegetation. Two drainage channels <br /> and a down drain will be constructed on the pile under Task 2. Prior to <br /> topsoiling efforts, final grading will take place on the refuse pile to reduce <br /> over-steep slopes....After construction of drainages and final grading is <br /> complete and approved by the PROJECT MANAGER, the coal refuse <br /> disposal area will have topsoil replaced upon it to facilitate revegetation. <br /> ... topsoil will be placed upon the refuse surface. Approximately 40,000 <br /> cubic yarns of topsoil material will be spread over the refuse pile. Sopes <br /> with a southern exposure will receive 27 inches of topsoil, slopes with a <br /> western exposure will receive 21 inches of topsoil and slopes with <br /> northern or eastern exposures will receive 15 inches of topsoil. ... <br /> Page 7. <br /> The earthwork described in the bid document is not feasible on safety and <br /> environmental grounds when the ground conditions are wet or snowcovered. <br /> Concerning topsoil handling as described in the DMG bid document, Greg <br /> Lewicki's comment: <br /> Assuming the best case scenario that work will begin on October 11, <br /> weather is a critical factor.
