MID-CONTINENT RESOURCES <br /> COAL BASIN MINE <br /> Mine Description Coal Basin Mine is a complex of five mine adits and <br /> associated pads, a rock tunnel access to the underground <br /> works, two refuse disposal areas and a preparation plant <br /> area. The areas are connected by several miles of <br /> haulage/access roads. There is also an off-site railroad <br /> loadout facility. Surface disturbance is 333 acres, not <br /> including the road disturbance. The permit area covers <br /> 11,386 acres and includes the areas of surface disturbance <br /> and the land above the coal which has been mined or for <br /> which mining was anticipated when the permit was renewed <br /> in 1988. Surface ownership is a mix of private and federal <br /> lands contained within the White River and Gunnison <br /> National Forests. <br /> Federal Lease There are 5,841.43 acres of Federal Coal within the Coal <br /> Information Basin permit boundary under Federal leases C-09005, <br /> C-09004, C-0125457, C-11646,C-030345, C-0125456, <br /> C-0115606 and C-12640. <br /> Bonding Mid-Continent Resources Incorporated (MCR) has a self- <br /> Instrument bond indemnified by a first lien security interest in an <br /> industrial site owned by the company, as provided for in <br /> Colorado's regulation 3.02.4 (2) (e). <br /> Production The mines exist in an area first disturbed for mining in the <br /> History late 1800's. The Coal Basin Mine began in 1956 and <br /> continued production until January 1990. <br /> Milestone Dates January 1989 - Black Water incident. <br /> May 1989 - Citizen's meeting; Re: Coal Basin <br /> July 1990 - U. S. Forest Service (USFS) reviewed mine's <br /> haulroads. <br /> October 1990 - OSM random sample inspection. <br /> January 1991 - OSM meets with USFS at USFS request. <br /> March 1991 - numerous agencies meet about Coal Basin at <br /> State's request. <br /> August 1991 - OSM follow-up inspection. <br /> October 1991 - AFO writes State a Ten-Day Notice <br /> because bond is insufficient. <br /> November 1991 - Citizen's Complaint because of <br /> insufficient bond <br /> Mid-Continent January 26,1993 <br />
