Long <br /> Mined Land Reclamation Division <br /> 1313 Sherman Street, Room 215 <br /> Denver, Colorado 80203 <br /> Dear Mr. Long: <br /> We understand that your agency is currently going through the necessary <br /> regulatory procedures to sell Mid-Continent Resources (MCR) Rock Dust Plant. <br /> The sale of this plant is to obtain the funds necessary to fulfill MCR bond <br /> requirement to pay for the restoration work in Coal Basin that was the site of <br /> their coal mining operations for the last 35 years (1956 to 1991) . The <br /> questions and concerns we have center around not only the type of work and <br /> where (National Forest vs. private land) this money will be spent, but also who <br /> will do the work with the money. <br /> We would like to address who will do the work in this letter. We believe you <br /> have several possible options on who does the restoration work. One option is <br /> for your agency to contract a company who specializes in reclamation work, and <br /> supervise and disburse the money as the work is completed. Giving the money to <br /> MCR to complete the work is another option you may be considering. And yet <br /> another option would be to contract specific projects and award to the most <br /> qualified, lowest bidder. <br /> I feel that each of these options need to be looked at and evaluated as to <br /> provide the best final product and which would be the most cost effective . I <br /> am anticipating that the amount of funds generated from the sale of the Rock <br /> Dust Plant will not fully cover the reclamation job ahead of us . The funds <br /> will need to be managed to stretch as far as possible. My concern is whether <br /> Mid-Continent, with its reduced work force and experience in mining and not <br /> restoration work, is automatically the best choice to complete the reclamation <br /> job that is needed in Coal Basin. I am strongly encouraging exploration of any <br /> and all options . <br /> We have had an excellent working relationship with Tony Waldron, and are <br /> looking forward to working with him in the future on the restoration of Coal <br /> Basin. Myself and Bob Lawton are available to discuss further our concern on <br /> who is chosen to accomplish the restoration work in Coal Basin. <br /> Sincerely, <br /> KEVIN T.
