The State inspectors reported back to me this afternoon <br /> that they were concerned about the stability of the Old Refuse <br /> Pile situated adjacent to Dutch Creek. Apparently, Dutch Creek <br /> is now incised at the base of the Pile. Further, the inspectors <br /> observed long vertical fractures at the top of the refuse pile <br /> and adjacent to the pile in an area which has had topsoil removed <br /> from it. Some vertical displacement, on the order of eight (8) <br /> inches, was observed at the fracture areas. Standing water was <br /> present at the top of the pile, adjacent to its crest. The <br /> inspectors issued a Field Minor Revision requiring that ditches <br /> be built to transport the water off the pile top. <br /> I am very concerned about the long term stability implications at <br /> the refuse pile, and about the implications of a pile failure to <br /> Dutch Creek. I realize that you have been detailed to the <br /> Minerals Program in support of the Summitville project, however, <br /> I am requesting your immediate attention to this stability issue. <br /> I would like for you to make a site inspection of the Old Refuse <br /> Pile this coming week for the purpose of evaluating both long and <br /> short term stability of the facility. I would appreciate having <br /> your written evaluation of pile stability based upon site <br /> observations, and recommendations for remediation, as necessary, <br /> by Friday, June 25, 1993.
