Material will be excavated from the edge of the bench fill <br /> adjacent the highwall, retreating to the edge of the rock excavation area. This material can be used to <br /> cover the portal. <br /> Lack of material precludes backfill of the entire cut above the portal; moreover, the fact that this is an <br /> avalanche zone makes extensive backfilling extremely unwise. Avalanching would carry the backfilled <br /> material over the slope and down to the upper reaches of Coal Creek, following the path of the <br /> outwashed material presently in the lower yard area. In the interest of stability and of the protection of <br /> Coal Creek, fill material placed over the portal will be kept at a relatively low angle along the base of the <br /> cut- <br />
