Ms . Diane Delaney - 3 - February 23, 1993 <br /> Roads <br /> The approved road plan calls for narrowing the road surface to 22 feet <br /> (16 feet of road surface with a 6 foot ditch) . This plan has, of course, been <br /> the subject of considerable debate between MCR, the U.S. Forest Service and <br /> the Division. The final plan has now evolved to provide for a 16 foot <br /> surface, sloped to the outside without a ditch. Permanent water bars and <br /> rolling dips will be utilized for handling drainage. The Division concurs <br /> with this proposal . <br /> MCR has proposed abandoning all of the culverts in place by crushing the ends <br /> and placing fill over them. The Division concurs with this for those culverts <br /> whose outlets are buried under 15 to 30 feet of fill as a result of being <br /> placed through road fill at steep angles. Those culverts that are installed <br /> with a 1 to 2% slope and are covered by only a few feet of material , however, <br /> should be removed. Many of these will , in any case, be removed to install <br /> rolling dips . <br /> The remaining aspects of the currently approved backfill plan for the road <br /> should be followed as closely as possible. The Division concurs that isolated <br /> stretches of road may exist where backfilling, as currently approved, will not <br /> be necessary to achieve the desired final road configuration. <br /> Permit Revision PR-03 contained provisions requiring the seeding of all cut <br /> slopes and fill slopes. It is our understanding that MCR agrees to seed all <br /> road surfaces as well . <br /> If riprap will be used in the construction of the rolling dips placed in the <br /> roads, the locations of the riprap source areas must be identified on a map. <br /> It is entirely possible that a 404 permit from the U.S. Army Corps of <br /> Engineers will have to be obtained by MCR if material is removed from within <br /> stream channels . <br /> Structures/Foundations <br /> The only structure MCR has permission to retain at this time is the lamp house <br /> near the rock tunnel . All remaining structures should be removed. <br /> Foundations can be left in place if they are destroyed in place to the <br /> greatest extent possible, and buried with at least two feet of cover plus <br /> topsoil . <br /> It is the Division ' s understanding that most of the foundations are committed <br /> to other uses (backfill ) in the reclamation project. If any foundations are <br /> left in place, a substitute backfill material will need to be hauled in, most <br /> likely from the rock tunnel waste pile. At the outlying portals, local <br /> material will need to be used as a substitute backfill if foundations are left <br /> in place. <br />
