Ms. Linden will endeavor to incorporate the OSM concerns into <br /> any response which the State may provide. <br /> During the course of the meeting, I asked Ms. Owen a number of specific questions regarding <br /> the OSM involvement in the Mid-Continent case. I specifically asked who in the OSM was in a <br /> position to make decisions regarding the filing of a personal liability suit, who was the <br /> Albuquerque Field Office responding to in putting the new bond estimate together, who does <br /> Ms. Owen respond to in this matter, who will decide the OSM course of action in the future, <br /> and how the State could obtain a copy of the bond calculation instead of just the summary sheet. <br /> Ms. Owen responded that in each case she was unaware of who was responsible or who we <br /> should contact. Ms. Owen did indicate, however, that the OSM will be conducting a number of <br /> meetings over the course of the next two weeks to sort out their strategies. <br /> In response to this, I requested that the State be informed of any potential legal moves or, at <br /> least, informed of their strategy so that the agencies ensure that they are working toward the <br /> same goals without undermining each other. I cited the fact that we became aware of the new <br /> bond calculation through a newspaper article. Ms. Owen assured me that the OSM would let the <br /> State know what it intended to do in advance. <br /> I tried to impress upon Ms. Owen that the State and OSM need to focus on the outcome of a <br /> reclaimed mine site, and that this was our primary goal. I expressed concern that the <br /> relationship between the agencies had deteriorated remarkably over this matter recently. In this <br /> vein, I pledged out support and cooperation in accomplishing whatever was necessary to ensure <br /> that adequate funds be made available in order that the site can be reclaimed. <br /> m:\oss\scm\midcon.mmo <br />
