1995 Reclamation Bids July 7, 1995 Page 7 <br /> and netting indicate that•CDMG has not carefully planned the reclamation <br /> tasks and sequence at this time and location. <br /> Task 6 Revegetation Requirements <br /> Revegetation at the Sutey Pile and Old Refuse Pile consists of seedbed <br /> preparation, seeding, mulching, and crimping or tackifying the mulch. <br /> Fertilizing will not be required at either area per the bid specifications. <br /> My predominant concerns with the revegetation task center around the seed <br /> mixes. Table 1 lists the three seed mixes proposed for reclamation at the <br /> Sutey Pile and the Old Refuse Area. Table 2 provides a comparison with <br /> approved seed mixes for the Coal Basin Mines included in the permit <br /> document. <br /> The CDMG Sutey Refuse Area Seed Mix is identical to the seed mix <br /> contained in the ill-fated 1994 Sutey bid. This mix is very similar to the <br /> approved Sutey seed mix in the permit. Seed rates for Rocky Mountain <br /> penstemon, western yarrow, and Lewis flax were increased to 0.25 lb <br /> PLS/ac above the approved mix. The seed rate for timothy was decreased <br /> from 1.5 to 0.25 lb PLS/ac and the cicer milkveteh rate was decreased <br /> from 0.75 to 0.70 lb PLS/ac from the approved mix. These changes in <br /> themselves are acceptable. However, the general application rate is far too <br /> high. The SCS recommends approximately 40 seeds/square foot (drill <br /> seeding) for critical area plantings. This seed mix proposes nearly 250 <br /> seeds/square foot, over six times the density recommended. In addition to <br /> being a waste of seed, this high a rate promotes early seedling competition <br /> for available resources and will probably lead to increased seedling failure. <br /> The seeding rate should be cut by a factor of five to six. <br /> The CDMG proposed Sutey Diversion Mix is the same as that proposed <br /> and approved in TR25. My concern is again with the seeding rate. The <br /> proposed seeding rate is over 20 times higher than that recommended. <br /> This rate should be drastically reduced by a factor of 20. The proportion <br /> of species representation should remain the same. <br />
