1995 Reclamation Bids July 7, 1991 Page 4 <br /> Task 3 Earthwork <br /> The stated objectives are regrading to establish a landform blending with <br /> surrounding topography, and the re-topsoiling of the refuse areas. Grading <br /> at both refuse areas encompasses construction of diversion and conveyance <br /> ditches across or beside the refuse disposal areas. Ditches are discussed <br /> under Task 4. <br /> Major concerns with this task center on the lack of specificity regarding <br /> location of grading work to be conducted and volumes of refuse and topsoil <br /> to be moved and/or respread. CDMG states that grading at the Sutey Pile <br /> will encompass grading a series of benches at the upper and southeastern <br /> portion of the pile. Of concern is whether CDMG proposes to regrade <br /> areas (benches) on the reclaimed face of the Sutey Pile that have had <br /> ditches previously installed and/or been topsoiled and revegetated. Lack of <br /> specificity in the bid document makes the location and extent of proposed <br /> work unclear. <br /> At the Old Refuse Pile, CDMG states that foundations (conveyor supports) <br /> may remain in place if buried to four feet. This is a common sense <br /> compromise from their former position where all foundations were to be <br /> removed. <br /> Task 4 Surface Drainages <br /> At the Sutey Pile CDMG proposes to construct ten drainage ditches; eight <br /> on or immediately adjacent to the Sutey Pile, one stream diversion above <br /> the pile, and one ditch to channel spring water to the stream diversion. <br /> There are significant concerns regarding the need to construct or <br /> reconstruct existing ditches on the Sutey Pile, the configuration of the <br /> ditches, and the ditch linings. <br /> Ditch Construction/Reconstruction <br /> Based on discussions of the current configuration of the Sutey Pile, ditches <br /> 1, 4, 5, 6, 7, and the lower portion of 8 have already been constructed. If <br /> CDMG's intention is to reconstruct these ditches, they should provide <br />
