Louis M. LaGiglia
Trustee
P.O. Box 500
Carbondale, CO 81623
Mike Long
Director
Division of Minerals & Geology
Room 215
1313 Sherman St.
Denver, CO 80209
RE: DMG Bid Documents and Bids Received
Dear Mr. Long:
I asked Mike Savage to review the Division's bid documents for reclamation at the
Sutey and old refuse piles, and Mine Benches #3 and #4, requesting that he comment
on whether these documents followed the approved reclamation plan and good
reclamation practice, and could be implemented in a cost-effective manner. He, in turn,
conferred with Greg Lewicki concerning his designs for TR-25. Mr. Savage's
comments are enclosed, and I request you review them.
Mr. Savage has also, at my request, obtained information concerning the bids received
by DMG for work on the Sutey pile and Mine #3. 1 am deeply concerned and dismayed
by the amounts, which multiply Mid-Continent's own reclamation costs by many times,
and substantially exceed bond calculations.
The bids received, as reported to me, are as follows:
Sutey/Old Refuse Pile Mine #3
Bogue Construction 180,318.50 Gary Rinderle Construction 188,200
Preston Mease/Colo-West 182,328.52 Bogue Construction 192,610
Leasing
Hudick Construction no bid Mountain Environmental 188,772.
As we have previously indicated, MCR's estimated cost to complete the Sutey pile,
based on bids received, was under $50,000 last year. This sum included
implementation of TR-25, under the supervision of Greg Lewicki.
The bid amounts on the Mine #3 work are clearly disproportionate to all prior estimates,
although it is difficult to make a direct comparison without knowing the cost components
of the bid. However, Division estimates released to the public in 1993 put the cost of
backfill/grading and seeding at Mine #3 at $40,582.
