STATE OF COLOKADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources PFW,7T
1313 Sherman St, Room 215
Denver,Colorado 80203
Phone (303)866-3567
FAX:(303)832-8106
MEMO DEPARTMENT OF
NATURAL
CONFIDENTIAL RESOURCES
Roy Romer
July 14, 1995 Governor
James S Lochhead
TO: Dan Mathews Executive Director
Michael B Long
FROM: Steve Renner Division Director
RE: Coal Basin Reclamation Bids
The Division has issued Invitations to Bid for the Sutey and Old
Refuse Piles (Waste Piles Bid) , Mine 3 and Mine 4 . Savage and
Savage, a consultant apparently employed by Resources, has
critiqued our bid packages. A copy of the critique is attached.
In their review, Savage and Savage have stated that the rate of
seed application as proposed in the bid packages is excessive.
Although the seed mixture and application rates are derived from
the permit document, I have indicated to Michael Long that I would
ask a vegetation expert to evaluate the seed application rate.
Therefore, would you please review the seed application rate
attached to the three bid packages. The three seed mixtures are
the Sutey Mixture Minor Revision dated December 10, 1984) , the
Sutey Diversion Mixture (Technical Revision 25) and the Mine Site
Mixture Minor Revision 44) . Please let me know what you believe
are the appropriate seed application rates for each mixture for
both drill and broadcast applications (the mine site mixture will
also be hydro seeded) .
The Division has also proposed that 5 tons of hay mulch be
incorporated at the Mine benches where no soil is to be applied.
The purpose of this heavy application is to try to develop a soil
on the benches by adding organic materials. Paul Kraybacher used
this technique at the Mine 5 Strip Mine Project a few years ago.
Would you please evaluate the Savage comments and provide your
recommendations in this regard.
The mine permit files, revisions and bid documents are located in
the file cabinets in my office. Other information may be found in
the permit document on the shelf in the hall.
CC: Larry Routten
Jim McArdle
C:\wp51\midc\vegrevw
