A depth of <br /> 3 to 4 inches would be a great improvement over the rocky material that currently exists at <br /> the sites. The road switchbacks should be reclaimed anyway, so why do this work in the <br /> most efficient way possible. Also, much detail has been shown on revegetating the portal <br /> areas. Without some suitable growth medium, much of this work may be in vain. <br /> Overall, the RFP's are similar to the permit and the latest submittals of 1994, however, the <br /> changes mentioned above would greatly help in getting a quality job done at a reasonable <br /> price. Although I know that the Division has never really had to concern themselves with <br /> watching every dollar on a reclamation job, I would think that the they should be concerned <br /> on this site. If all work is as costly as these initial bids, there will never be enough money <br /> to complete the reclamation.
