A depth of
3 to 4 inches would be a great improvement over the rocky material that currently exists at
the sites. The road switchbacks should be reclaimed anyway, so why do this work in the
most efficient way possible. Also, much detail has been shown on revegetating the portal
areas. Without some suitable growth medium, much of this work may be in vain.
Overall, the RFP's are similar to the permit and the latest submittals of 1994, however, the
changes mentioned above would greatly help in getting a quality job done at a reasonable
price. Although I know that the Division has never really had to concern themselves with
watching every dollar on a reclamation job, I would think that the they should be concerned
on this site. If all work is as costly as these initial bids, there will never be enough money
to complete the reclamation. I don't think that this is in the best interest of any of the
parties involved.
Sincerely yours,
Gs jlvluck
Greg Lew-icki, P.E.
Greg Lcwlcki and Associates
