AND SAtAGE TO 19705,452303 P.04 <br /> Savage and Savage <br /> Memorandum <br /> To: Diane Delaney <br /> prom: Michael Savage <br /> Date: July 20, 1995 <br /> Subject: Comments on CDMG Sutey/Old Refuse Pile, Mine# 3, and Mine#4 Bid <br /> Specifications <br /> File#: MCR/Coal Basin <br /> In my memorandum to Lou LaGiglia of July 7, 1995, I made numerous comments on <br /> the CDMG bid packages for Sutey/Old Refuse Pile (Bid PKA-5-356), Mine#3 (Bid <br /> PKA-5-359), and Mine#4 (Bid PKA-5-360). Many of the comments pertain directly <br /> to issues we discussed with Messrs. Long and McArdle and Ms. Linden yesterday in <br /> our meeting at CDMG. Specifically covered in the July 7, 1995 memo are concerns <br /> relating to silt fencing at all areas, ditch lining at the Sutey Pile, construction and/or <br /> reconstruction of ditches at the Sutey Pile, contour furrows at Mines#3 and#4, and <br /> revegetation seed mix components and rates. For a complete discussion of my <br /> concerns on these topics, and others, the Division is directed to that document. <br /> Based on our discussions with CDMG, and our use of the CDMG estimating program <br /> yesterday, I have a few additional comments regarding the revegetation costs derived <br /> from the bids. <br /> A synopsis of the bids obtained for each of the above projects is contained in Table 1. <br /> A printout of comparable work for the Sutey/Old Refuse Pile based on CDMG's cost <br /> estimating program is also appended for reference. <br /> I am greatly concerned by the cost per acre of revegetation bids received by CDMG for <br /> all three projects. Based on the Division's own cost estimating program, the cost per <br /> acre (not including seed mix cost) for reclaiming the Sutey/Old Refuse He project <br /> would be$ 306.15 for drill seeded areas(18 acres at less than 3:1 slopes) and $799.10 <br /> for hydroseeded areas(4 acres at greater than 3:1 slopes). Total cost for the <br /> revegetation of 22 acres at the Sutey/Old Refuse Pile would be$9931.70. The <br /> apparent low bidder for this project bid $20,900, fully 2.1 times the cost estimated by <br /> the admittedly conservative CDMG cost estimating program. <br /> A further comparison of the bids received for the Mine#3 and Mine#4 projects show <br /> a similar trend in costs. <br /> The appareni low bidder for the Mine#3 project, projected revegetation costs per acre <br /> ranging from$3000 to$3500 per acre.
