Following the run off and pre-bid meetings, maintenance needs at <br /> the site were defined and various agencies as well as Resources, <br /> were notified of these needs. Meetings and phone conversations <br /> were held with the Department of Health regarding potential NPDES <br /> problems relative to pond maintenance. <br /> Discussions and meetings were held with the Office of Surface <br /> Mining in Denver during late June in order to enlist their <br /> cooperative help in designing a realistic alternative to the <br /> current Dutch Creek Diversion. These efforts culminated in OSM <br /> sending three people to the site for four days of intensive field <br /> work in mid-July. Harry Ranney of the Division also assisted by <br /> providing surveying support at the same time. The goal of the OSM <br /> effort was to identify, design and map a logical, geomorphically <br /> stable channel which would replace the Dutch Creek Flume upon <br /> completion of reclamation. A design was completed and submitted to <br /> the Division in October. This design has also been provided to <br /> Resources, which reportedly views it favorably. Discussions with <br /> Resources regarding implementation of the plan will need to be held <br /> in the future, as re-routing of Dutch Creek is not contemplated <br /> within the context of the approved reclamation plan. <br /> Prior to starting reclamation construction, field work in support <br /> of a bid document for Mines 1 and 2 was completed during July. <br /> Adequate funding to pay for reclamation of Mines 1 and 2 was <br /> available to allow for the awarding of a 1996 contract for Mines 1 <br /> and 2 in late summer, 1995. Included for reclamation in the bid <br /> package are the Mines 1 and 2 fans and access roads, Mine 1 storage <br /> yard, Mine 1 and 2 entry areas, Mine 2 belt line and bathhouse <br /> areas, the coal transfer tower area, mine bench outslopes and other <br /> disturbances associated with the mines and fans. The pre-bid <br /> meeting was held in late September, and the bid was awarded in <br /> October. This project will begin in mid-June, 1996. <br /> RECLAMATION CONSTRUCTION PROJECTS <br /> Three reclamation construction projects were undertaken in 1995: <br /> Mine 3 , Mine 4 and the Waste Piles (Sutey and Old Refuse Pile) . It <br /> is estimated that 49. 5 acres were revegetated this year at Coal <br /> Basin. The reclamation bids were structured to coincide with the <br /> approved reclamation plan as closely as possible. Cross sections <br /> contained within the permit were used as the basis for backfilling <br /> and grading plans at Mines 3 and 4. Revegetation requirements were <br /> outlined in the findings document (1984) , while permit revisions <br /> contained the seed mixtures. The permit was silent regarding <br /> detailed information on other reclamation components, so detail <br /> which coincided with practical knowledge and the Coal Rules was <br /> added to the bids. The permit contained more detailed information <br /> regarding drainage construction and topsoil placement at the Sutey <br /> Pile. These details were included in the bid specifications.
