Roads This bid will include reclamation of the four roads, <br /> including the 3 and 5 fans and roads. <br /> Rock Tunnel Entry This bid would consist of reclamation of the <br /> Rock Tunnel entry and the adjacent yard area, and construction of <br /> a stream channel. <br /> Rock Dumb Reclamation of the Rock Tunnel Waste Dump and salvage <br /> of rock suitable for rip rap would be accomplished with this bid. <br /> Revegetation This bid would consist of revegetation efforts at <br /> the north bench outslopes at the 3 and 4 Mines. <br /> Scope of Projects <br /> Mines 1 and 2 The project was bid to include the mine entries and <br /> associated staging areas, the fan entries located near each mine, <br /> and the access roads leading to the fan entries. Also included was <br /> revegetation of the mine bench outslopes. <br /> Concrete demolition and disposal will be a significant factor <br /> during this project, due to the large volume of material at the <br /> construction areas. Backfilling and grading will be accomplished <br /> to partially eliminate the highwalls and to reduce the very upper <br /> portion of the bench outslopes. Water diversions, minor <br /> backfilling and revegetation of the roads to the fans will occur. <br /> Revegetation of the mine bench outslopes was specified as being <br /> completed by broadcast seeding and hand crimping of mulch, or by <br /> hydro seeding and mulching. My observations of the hydro seeding <br /> and mulching of the Mine 3 and 4 outslopes in 1995 indicate that <br /> this may not lead to effective establishment of vegetation. My <br /> rationale for this theory is that the steepness of the slopes leads <br /> to removal of the seed from the many gullies due to runoff. I also <br /> think that a lot of the seed which is deposited out of the gullies <br /> will not germinate due to desiccation. The slopes are so steep <br /> that water is not retained except at small flat areas which may <br /> develop on the slopes above rocks or other slope breaking <br /> protrusions. I do not think that these small pockets of flat <br /> growth areas are large enough or plentiful enough to inhibit <br /> erosion or stimulate surficial slope stability through vegetation <br /> establishment. <br /> I suggest that the revegetation of the outslopes be deleted from <br /> this project. The contractor would not object to this reduction in <br /> the scope of work. Revegetation would be attempted after an <br /> evaluation of the 1995 test plots and the 1996 efforts at Mines 3 <br /> and 4. This work could be included in a revegetation bid in 1997. <br /> Roads The road reclamation project would consist of performing <br /> hydrologic control work on the main haul roads to the mines which <br /> were reclaimed in 1995.
