the construction project, were removed in order to enhance <br /> reclamation of the entire area. <br /> 11) Only a portion of the north facing outslope was hydro seeded, <br /> rather than the entire slope. This was done for two reasons: <br /> inclement weather prohibited safe access to the mid and lower <br /> portions of the slope; it was becoming apparent that hydro seeding <br /> without additional treatment of the steep slope may have limited <br /> success. Additional seeding did not appear to be cost effective at <br /> this time. <br /> WASTE PILES <br /> 1) Silt fences were allowed to be constructed as topsoil placement <br /> progressed, because no impact to sediment ponds would be realized <br /> until the soil placement began. <br /> 2) In order to facilitate efficient use of available equipment, <br /> topsoil placement was permitted to occur simultaneously at the <br /> Sutey and Old Refuse Piles. <br /> 3) Due to very dusty conditions being created, a water truck was to <br /> be employed at this project. <br /> 4) The spring conveyance ditch, which was part of the approved <br /> permit, was eliminated. This was done because field surveys <br /> indicated that in order for this ditch to function properly, it <br /> would have to be constructed on the side of a very steep slope. <br /> Observations of the spring discharge during base flow conditions <br /> indicated that the ditch would not convey flow during the late <br /> summer and fall due to the declining elevation of the water table. <br /> Spring flow in the late summer and early fall will report to Ditch <br /> 1, thus rendering the conveyance ditch useless. <br /> 5) Ditch 1 was designed in the permit to traverse straight up a <br /> very steep slope which is experiencing severe erosion due to high <br /> water velocities. Given the severity of the slope and water <br /> velocities, it was clear that the ditch would fail immediately <br /> following the first significant rain or snowmelt runoff. <br /> Therefore, Ditch 1 was not constructed to traverse up the slope. <br /> Instead, another ditch was constructed up the slope and parallel to <br /> Ditch 1. The purpose of this new ditch is to intercept flows from <br /> the northern portion of the Sutey Pile and convey them to the lower <br /> porion of Ditch 1 on a more gentle incline. <br /> 6) Due to the long slope created during grading operations at the <br /> southern portion of the Sutey pile, a small containment trench was <br /> constructed at about the middle of the slope. The purpose of this <br /> trench is to slow runoff from the upper portions of the slope in <br /> order to minimize the potential for erosion. <br /> 7) Site observations following rain and snow melt runoff clearly <br /> 10 <br />
