PCIBEF'T E,ELHhdE''' T E L PIn . pia=—J45 =i=i- hdr_ ',t . ^Ci +L 12 : 4, F ,_,5,
Our suggestion that the (trading plan for the road include installation of rolling
dips and water bars in lieu of a drainage control system that relies on ditches
and culverts contemplates that, except at stream crossings, the culverts would
be de-commissioned. To de-commission the culverts, we would propose to cut
off the ends and allow them to fill in. Culverts at stream crossings would remain
in place.
We anticipate use of rock materials in construction of the rolling dips, and would
like to identify various soL4rces which are closest to the work being done on each
of the roads. A great dual of rock material has been deposited along the
channels of Coal, Oil Will and Porcupine Creeks. We would like to remove
rock materials from these areas, without disturbance to the stream itself, for use
as rip rap materials alone the #5 mine road. Rock materials along the #3 Mine
!;toad might be another good source area. MR-34 approved additional rip-rap
source areas, including Dutch Creek, for use on the #4 Mine Road, and this
proposal is essentially to apply the same concept (1,e. removal of debris flow
which is out of the normel stream flow) to allow a shorter distance to the area of
use.
Structures./Foundations
We have been consulting with realtors concerning possible future uses of the
fee land in Coal Basin, and how to put the property in the most salable condition
so as to maximize proceeds to the bankruptcy estate which could, with required
approvals, generate funds needed for reclamation. Generally, the concept of
post-mining uses relates to continuing the current uses of grazing and wildlife,
but also looks to recreational uses such as hunting, hiking, biking and cross-
country skiing. The realtors with whom we have consulted have suggested that
retention of some strucWres would be beneficial to the real estate sales
prospects. We would like (subject to changes in a more definitive plan
development) to retain tiese structures, which are situated on Mid-Continent
property, for future use.
These are:
• The lamphouse at tho rock tunnel • Main warehouse
• The lamphouse at #5 Mine bench • Vehicle repair shop behind warehouse
• The engineering office/ambulance • Some parking
garage
• The bath-house . Some electric utilities
• Water system
The current plan calls for removal of all concrete foundations after buildings
have been removed These foundations are very substantial (difficult to
4
