contractor contacted Resources to report that he was finished with <br /> the salvage and demolition activities. Coincidentally, the <br /> Division sent Resources a letter on December 4, 1996 stating its <br /> concerns with the volume of salvageable material remaining in place <br /> at the facilities area. Resources contacted the Division, and site <br /> meetings were arranged for December 6 and 9 , 1996. The Division <br /> and Resources met on December 6 to discuss the salvage status. The <br /> Division expressed its concern that a substantial volume of <br /> salvageable material was intermixed with concrete rubble, and that <br /> it was the responsibility of the salvage company to remove that <br /> material, and that Resources was responsible for ensuring that this <br /> occur. <br /> Viewing of the materials in question was made difficult by snow <br /> accumulations. On December 9 a meeting with Resources, a <br /> representative of the salvage company and the Division was held at <br /> the site. The Division repeated its concerns voiced on December 6. <br /> The salvage representative asked if the Division felt that the <br /> salvage contract had been fulfilled or not. It was stated that the <br /> Division would not determine whether the contract had been <br /> fulfilled or not, however it is our position that we could not <br /> initiate reclamation in the facilities area given the volume of <br /> salvageable material recently observed to be in place. Due to <br /> additional snow accumulation since December 6, it was virtually <br /> impossible to see the material under discussion. Although the <br /> salvage company was still attempting to conduct operations at the <br /> site at the time of this meeting, they indicated that they would <br /> recommend to their principle that operations be terminated for the <br /> season due to snow. <br /> Range cattle are generally grazed throughout the Basin from mid- <br /> July until snowfall. In order to protect the fragile vegetation on <br /> the reclaimed portion of the Sutey Pile, a phone bid for barbed <br /> wire fence construction was awarded in mid-June. About 5,000 feet <br /> of four strand barbed wire fence exclosure was constructed in early <br /> July at a cost of about $7,000. The fence was adequate to prohibit <br /> cattle from grazing the Sutey reclamation area. <br /> During the spring and early summer, field work in support of <br /> reclamation projects proposed for 1997 was conducted. The permit <br /> does not contain a reclamation plan of any consequence for the coal <br /> stockpile areas, the warehouse vicinity or of the facilities area. <br /> Therefore, the beginnings of a reclamation plan was developed and <br /> field measurements initiated at the stockpiles and warehouse areas. <br /> Also, prior to construction, initial results of the 1995 <br /> reclamation work was observed. A summary of observations of the <br /> 1995 reclamation follows: <br /> Waste Piles: The land form created during final grading at the <br /> Sutey appears to be stable. Minor rilling and gullying resulted <br /> from the wash out of several diversion ditches on the side of the <br /> 8 <br />
