STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources
1313 Sherman St., Room 215
Denver,Colorado 80203
Phone-(303)866-3567
FAX:(303)832-8106
DEPARTMENT OF
NATURAL
December 3 , 1996 RESOURCES
Mr. Louis LaGiglia Roy Romer
Governor
Trustee
James S.Lochhead
Mid-Continent Resources Executive Director
P.O. Box 500 Michael B.Long
Carbondale, Colorado Division Director
81623
RE: Coal Basin Reclamation
Dear Mr. LaGiglia:
Through the winter, the Division will be making plans to continue
reclamation at Coal Basin. Tentatively, 1997 reclamation will
include roads B, C and D, steep slope revegetation, the M and B
coal stockpile locations and the warehouse area. Completion of
these projects is subject to the availability of sufficient funds.
Due to the onset of winter at Coal Basin, it is becoming clear that
Machinery and Equipment will not be able to complete the salvage
operations until sometime in 1997. Power poles, wire and hardware
are still in place in many portions of the Basin, some scrap and
debris remains at the coal stockpile areas, at the warehouse and at
the old coal stockpile located near the second switchback in Road
A. Metallic scrap and other materials are located throughout the
preparation plant and office areas.
The volume of material remaining to be removed by Machinery and
Equipment at the coal stockpile areas and in the vicinity of the
warehouse is not great. With a diligent effort immediately
following snow melt next spring, these areas could be made ready
for reclamation in 1997.
The volume of materials to be removed by Machinery and Equipment
from the preparation plant and office areas is greater than at the
other areas. In particular, we have noted that a fairly large
volume of metallic scrap material is intermixed with demolished
concrete and cinder block wall materials in the vicinity of the
wash plant.
The contract between Machinery and Equipment and Resources requires
removal of all metallic scrap from the site. The Division assumes
that the metallic materials will be separated from the concrete
rubble, and will be removed from the site prior to reclamation
being initiated. Please confirm via letter that it is your
