to a depth of three feet below ground level, and removed to the <br /> base of the highwall for burial . The highwall was backfilled to a <br /> height of thirty feet using material excavated from the edge of the <br /> pad area adjacent to the North Fork of Dutch Creek, thus creating <br /> a more stable land form at that location. The entire yard area, <br /> including the approximately two acre storage yard south of Road B, <br /> was ripped to a depth of eighteen inches. In addition, about one <br /> acre of the yard area received a six inch deep application of <br /> topsoil derived from the Rock Dump borrow area. The entire area <br /> was seeded by hand broadcast, then mulched by a blower using <br /> certified weed free straw. Mulch was crimped by D-4 dozer. <br /> ERM Enviro-Clean of Denver was low bidder. This seven acre project <br /> was completed for a final price of $71,236. ERM began the project <br /> on July 15, 1996, and was substantially finished on September 5, <br /> 1996. Revegetation was postponed until late September to <br /> facilitate revegetation success potential. <br /> Field Changes <br /> Field Directive No. 1 changed the configuration of the Rock Tunnel <br /> drainage pattern specified in the bid document. The Field <br /> Directive changed the flow pattern of the drainage after it exited <br /> the backf ill. This resulted in moving the surface channel from the <br /> west side to the east side of the Lamphouse, creating a more <br /> geomorphically stable channel configuration. <br /> Field Directive No. 2 directed that an additional length of PVC <br /> pipe be installed in the mine water drainage system. This <br /> effectively lengthened the distance from the end of the drainage <br /> pipe to the highwall face, resulting in a decreased slope angle <br /> upon completion of backfilling operations. This directive also <br /> authorized the purchase and installation of 5 tons per acre manure <br /> for the purpose of adding organic matter to the soil, which <br /> appeared to be largely devoid of nutrients. <br /> Mines 1 and 2 <br /> The Mines 1 and 2 project was bid in the fall of 1995 to facilitate <br /> initiation of construction as early in the summer of 1996 as <br /> possible. The goals of the project were to accomplish structural <br /> demolition, secure open mine entries, partially eliminate <br /> highwalls, reestablish pre-mining drainage patterns at the mine and <br /> fan benches and on fan access roads, and to accomplish revegetation <br /> of all disturbed areas. <br /> Ray Ward Trucking of Dolores was the low bidder for the project, <br /> which was completed for $155,211.50. As explained below, <br /> revegetation of steep mine bench outslopes was substantially <br /> eliminated from the project, thus reducing the overall cost. Work <br /> was initiated on July 9, 1996, and was completed by October 7, <br /> 1996. <br /> 13 <br />
