Significant erosion of the various slope gullies was not observed <br /> in 1996. The use of berms on the south east side of the bench was <br /> not as successful. A breach in the berm developed, leading to a <br /> concentrated flow of water down Road C, and eventually over the <br /> side of the hill, causing damage to one of the 1996 experimental <br /> revegetation plots. Using retainment furrows, when possible, <br /> appears to be more advantageous than using berms, due to the <br /> decreased risk of breaching. Proximity of metamorphosed sandstone <br /> to the surface may limit the ability to create furrows, however. <br /> Revegetation of the backfill and mine bench were successful. The <br /> grass and forb mixture appears to be establishing itself, while few <br /> weed species were observed. This area was planted later in the <br /> fall than Mine 3 , when intermittent snows were becoming prevalent. <br /> Perhaps this has helped lead to the seemingly successful <br /> establishment of vegetation. <br /> The hydroseed applied to the upper 300 feet of the north outslope <br /> does not appear to have been successful. Little evidence of <br /> increased vegetative cover has been observed in this area. <br /> The final noteworthy event of the pre-construction season occurred <br /> on the afternoon of July 18. An intense thunder storm provided <br /> substantial rain fall throughout the upper Crystal River Basin, <br /> including Coal Basin. Numerous landslides and mudflows were <br /> apparent throughout the Crystal River drainage following the event. <br /> The rain and ensuing runoff caused the failure of the liner <br /> installed at Sutey Pile Ditch 1, and created an overtop at the <br /> confluence of Ditches 1 and 8. Other ditches on the Sutey Pile <br /> were also overtopped, causing breaches and minor erosion below. <br /> Many of the road culverts along Roads C and D were overtopped, <br /> causing water to cascade down the roads as a result. Numerous <br /> small slides occurred along Roads A, D and G. A small debris flow <br /> was observed and photographed on a small tributary to Dutch Creek <br /> near Road D. A substantial volume of highly sediment laden runoff <br /> was generated from the upper (B) coal stockpile location. The <br /> runoff was photographed and will serve as a good baseline indicator <br /> of pre-reclamation water quality impacts. <br /> 1996 RECLAMATION CONSTRUCTION PROJECTS <br /> Four reclamation construction projects were completed in 1996; the <br /> Rock Tunnel, Rock Tunnel Waste Dump, Mines 1 and 2 and Roads E, F, <br /> G Projects. Approximately 88 acres were reclaimed during the <br /> performance of these projects (Table 1) . The reclamation bids were <br /> structured to coincide with the approved reclamation plan where the <br /> plan addresses specific reclamation tasks. Sufficient detail to <br /> formulate reclamation bids is generally not contained within the <br /> permit, however, cross sections contained in the permit were used <br /> as the basis for backfilling and grading plans at Mines 1 and 2 and <br /> 10 <br />
