3 . 1 . 2 Continuity and accountability to assure efficient <br /> management, compliance with permit and contract requirements, <br /> fiscal accountability and good public relations . <br /> 3 . 1 . 3 Income tax deductibility on cash or in kind <br /> contributions . <br /> 3 .2 Possible White River National Forest Association <br /> assistance . <br /> 3 .2 . 1 The WRNFA has a 501 (C) (3) tax exempt designation <br /> which could be used to provide tax deductibility on <br /> contributions . <br /> 3 . 2 . 2 The WRNFA could contract and work with a <br /> concessionaire selected by the Forest Service with a contractual <br /> arrangement for the collection and disbursement of donations . <br /> 3 . 2 . 3 In the alterrative, the WRNFA, with concurrence <br /> of its Board of Directors, could provide management and <br /> administrative services through a committee appointed by the <br /> WRNFA with operations to be conducted by selected concessionaires <br /> approved by WRNFA and by the USFS . Such a management committee <br /> would include persons with expertise in similar outdoor <br /> recreational facilities, dealing with the public, operating <br /> within Forest Service requirements and guidelines and in addition <br /> would include representatives of user groups such as the Historic <br /> Preservation Committee at Redstone, Redstone Community <br /> Association, former coal mine employees . <br /> 3 . 2 . 3 Permit and contract conditions would include <br /> provisions whereby in the event of default by the operator and <br /> significant failure to comply with conditions, permits or <br /> contracts could be terminated and funds reserved for reclamation <br /> could be applied to removal of the Lamphouse, reclaiming of <br /> roadways and trails and meeting other permit conditions . <br /> 5 - <br />
