In the course of this accounting it is proposed that an amount of money be allocated sufficient to reclaim the road from the Preparation Plant parking lot to the Lamphouse; to remove the Lamphouse; to remove the power line leading to the Lamphouse; and finally, to reclaim the roadway from the Lamphouse to the No. 1 / No . 2 mine site, called "Fund All . In the course of the same accounting, it is anticipated that an additional sum of money being the difference between the actual cost of reclamation and $3 , 000, 000 , will be available, herein referred to as "Fund B" . It is proposed that Fund B monies be paid into the Coal Basin Conservation Trust to be under the custody and management of the White River National Forest Association (WRFNA) with Trustees to be appointed who are representative of the Redstone community, the Historic Preservation Committee, the former coal miners and the Audit Committee of the WRNFA. (It is important to utilize the 501C3 tax exemption available to the WRFNA) . The trust instrument would provide for utilization of the Fund, and the income from investments for defined uses . Suggested for evaluation: a. To make up any deficiency on reclamation requirements of Fund A in the event the monies available in that Fund are insufficient to accomplish the intended purposes . b. To repair and rehabilitate the parking area at the Preparation Plant, and possibly to install limited facilities including restrooms near the site of the former bathhouse . C . To repair the Lamphouse and clean it up so as to be available for public use, and to restore power and telephone to the Lamphouse . A portion of the Lamphouse would be allocated to historical exhibits, primarily related to former coal mining operations . d. To grade and maintain the roadway extending from the Preparation Plant to the Lamphouse, and from the Lamphouse to the No. 1 / No. 2 mine site . It is hoped that a system of user fees could be
