In the course of this accounting it is proposed that an <br /> amount of money be allocated sufficient to reclaim the road from <br /> the Preparation Plant parking lot to the Lamphouse; to remove the <br /> Lamphouse; to remove the power line leading to the Lamphouse; and <br /> finally, to reclaim the roadway from the Lamphouse to the No. 1 / <br /> No . 2 mine site, called "Fund All . <br /> In the course of the same accounting, it is anticipated <br /> that an additional sum of money being the difference between the <br /> actual cost of reclamation and $3 , 000, 000 , will be available, <br /> herein referred to as "Fund B" . <br /> It is proposed that Fund B monies be paid into the Coal <br /> Basin Conservation Trust to be under the custody and management <br /> of the White River National Forest Association (WRFNA) with <br /> Trustees to be appointed who are representative of the Redstone <br /> community, the Historic Preservation Committee, the former coal <br /> miners and the Audit Committee of the WRNFA. (It is important to <br /> utilize the 501C3 tax exemption available to the WRFNA) . <br /> The trust instrument would provide for utilization of <br /> the Fund, and the income from investments for defined uses . <br /> Suggested for evaluation: <br /> a. To make up any deficiency on reclamation <br /> requirements of Fund A in the event the monies available in <br /> that Fund are insufficient to accomplish the intended <br /> purposes . <br /> b. To repair and rehabilitate the parking area at the <br /> Preparation Plant, and possibly to install limited <br /> facilities including restrooms near the site of the former <br /> bathhouse . <br /> C . To repair the Lamphouse and clean it up so as to be <br /> available for public use, and to restore power and telephone <br /> to the Lamphouse . A portion of the Lamphouse would be <br /> allocated to historical exhibits, primarily related to <br /> former coal mining operations . <br /> d. To grade and maintain the roadway extending from <br /> the Preparation Plant to the Lamphouse, and from the <br /> Lamphouse to the No. 1 / No. 2 mine site . <br /> It is hoped that a system of user fees could be <br />
