if sufficient funding becomes available.
A reclamation alternative is to attempt to achieve approximate
original contour by excavating the outslope material and placing it
on the pad to recreate the ridge line. This filling operation
would consist of placing material in a manner to create a land form
which is pyramidal in cross section without any marginal buttress.
The pad would probably have to be prepared with french drains to
accommodate any accumulations of water. Careful compaction would
need to be accomplished to minimize potential failure zones. This
approach should not be implemented until appropriate slope
stability analyses have been completed due to long term mass
stability concerns.
The glory hole pad area has been identified by Resources as a
potential home site. The proposed reclamation concept does not
conflict with this potential use, while the approved plan would.
Warehouse Area
The warehouse area is located immediately west of the first
switchback of Road A, and immediately east of and adjacent to the
M stockpile. The area is bordered on the north by the steep Road
A outslope, and on the south by Dutch Creek. The area is
relatively flat, having been constructed to contain three large
warehouse buildings and support facilities. Drainage from this
area reports to two ponds located on the east margin of the area
adjacent to Dutch Creek.
A reclamation plan describing the warehouse area has not been
located in the permit.
The proposed reclamation concept for this facility is to create a
revegetated, well drained flood plain area. It is likely that at
some point in time, Dutch Creek will migrate north from its current
channel to flow through the warehouse area. Geomorphologic
evidence suggests that channel migration to the north is a
recurrent event as controlled by debris flow mechanics.
Reclamation of this area should anticipate this event.
Reclamation of the warehouse area will be accomplished by
demolishing all concrete foundations in the area, and removing them
to the slope behind the wash plant. The Road A outslope will be
flattened by pushing a portion of the road down toward the
warehouse, and by pushing material up against the slope from the
warehouse pad area. The area will be sloped slightly to the south
east and a drainage channel will be constructed to drain the pad
from west to east. The entire area will be ripped and revegetated.
Alternatively, foundations would be demolished and pushed against
the Road A outslope to facilitate amelioration of the slope. This
would reduce costs, but the materials would probably be exposed to
6
