RE: 1997 Coal Basin Mine Reclamation
In my 1996 Annual Report, I had proposed that the Division
accomplish four reclamation projects in 1997. These are the
Warehouse Project, Roads B, C, D Project, Outslope Preparation
Project and a Steep Slope Revegetation Project. This memo
discusses the Road, Outslope Preparation and Outslope Revegetation
Proposals. The Warehouse Project was addressed in a February 11,
1997 memo.
The attached narrative briefly describes the areas to be reclaimed
under the scope of the each Proposal, the approved reclamation plan
for each work area, and the reclamation concept proposed for
construction at each area. An alternative reclamation concept,
where appropriate, is provided for your consideration. I am
requesting that you provide any comments which you may have, and
ultimately approve of the proposed reclamation concepts by March 1,
1997 in order that I may draft the appropriate specifications.
Careful consideration needs to be given to the scope of these three
Projects before preparing bid specifications. I had originally
proposed accomplishing reclamation of all mine bench outslopes and
of all remaining haul roads west of the Rock Tunnel. Given funding
constraints, it is suggested that an abbreviated reclamation
schedule be implemented in the upper portions of Coal Basin in 1997
in order that long term, cost effective and sustainable reclamation
is accomplished.
