Box 949 Executive Director <br /> Gypsum, Colorado Michael B Long <br /> 81637 Division Director <br /> RE: Coal Basin Mine <br /> Dear Mr. Lupton: <br /> The Colorado Department of Natural Resources, Division of Minerals <br /> and Geology is coordinating the reclamation of the Coal Basin Mine <br /> located west of Redstone, Colorado. The Coal Basin Mine is a <br /> previously permitted mine. However, the operator of the mine, Mid- <br /> Continent Resources, declared bankruptcy. Subsequently, the <br /> Colorado Mined Land Reclamation Board revoked the operating permit. <br /> Therefore, the Division of Minerals and Geology is contracting the <br /> reclamation and a portion of the mine maintenance to private <br /> contractors. <br /> The Coal Basin mine is accessed via an asphalt paved road <br /> approximately four miles long and thirty five feet wide. The road <br /> begins just west of Redstone off of Colorado Highway 133. The <br /> first mile of the road has been sporadically plowed this winter, <br /> while the remaining three miles have not been plowed since mid- <br /> December, 1995. <br /> Coal Basin is subject to heavy annual snowfall . The Division is <br /> concerned a quick or unusually heavy runoff could present a threat _ <br /> to the sediment control systems or to the roads at the mine site. <br /> The Division intends to let a contract in order to have equipment <br /> available to maintain the roads and culverted stream crossings, as <br /> well as other structures at the site during runoff. <br /> The last two years, the Department of Transportation plowed open <br /> the four mile access road in mid-April. The Division of Minerals <br /> and Geology is again requesting the assistance of Transportation. <br /> We are requesting that CDOT provide the appropriate personnel and <br /> equipment to clear the road of snow this spring so that Division <br /> employees and State contractors may reach the site in case an <br /> emergency arises. We anticipate that the road will need to be <br /> plowed in mid-April. Some variation in this time frame may occur <br /> due to climatic conditions. <br />
