Box 921 Division Director <br /> Carbondale, Colorado 81623 <br /> RE: Coal Basin Mine Reclamation <br /> Dear Mr. Mechau: <br /> Thank you for your letter regarding reclamation, financing and legal matters at Coal Basin. <br /> Here is a brief synopsis of activities at Coal Basin. <br /> Reclamation <br /> To date, the Division has received $1,503,810, and has expended approximately $908,266 <br /> for reclamation. The current balance of $595,544 held by the Division appears to be <br /> sufficient to accomplish the reclamation planned for this year. Facilities reclaimed to date <br /> include the Sutey Refuse Disposal Area; portions of the Old Refuse Area; Mines 1, 2, 3, 4 <br /> and the fan entries and associated roads which were located in the vicinity of these mines and <br /> of the Mine 5 fan (Mine 5 itself was reclaimed by Resources); about nine miles of haul <br /> roads, including the roads to Mines 3 and 5; the Rock Tunnel and the Rock Tunnel Waste <br /> Dump. The reclamation accomplished thus far accounts for about 140 acres. <br /> Spring Flooding/Erosion <br /> It is the intention of the Division to protect to the extent possible those areas of the mine site <br /> subject to reclamation from flooding until such time as the reclamation is complete. We are <br /> also concerned about landslides from or on structures subject to reclamation efforts. We <br /> share your concerns about erosion and pollution problems at the site. Our primary goal is to <br /> improve the quality of Coal and Dutch Creeks by minimizing erosion and resultant <br /> sedimentation. This is being accomplished by creating stable landform at the Mine entries <br /> and waste piles, restoration of pre-mining watershed characteristics along the roadways and <br /> by revegetation efforts. We are trying a number of different concepts aimed at controlling <br /> erosion. We will continue to employ sound scientific reasoning as we monitor the <br /> experiments in an effort to determine which are most effective given the unique nature of <br /> Coal Basin. <br />
