APR.30 '97 9:46AM DMG,GJCT 1 303 2410336 P.4 <br /> visual observations of the various test plots, it is apparent that <br /> a large scale attempt at steep slope revegetation should be made. <br /> This should be done at a single mine area so that measurements can <br /> be made and so that relative success can be determined prior to <br /> committing the entire site to one revegetation technique. <br /> As soon as snow melt allows, three revegetation specialists (one <br /> each from Coal, Minerals and IMP) should visit the site for a day <br /> to observe the test plots and revegetation previously accomplished, <br /> and to discuss the revegetation concepts proposed for the future. <br /> Scheduling of the various projects at this time becomes fairly <br /> critical in order to accomplish the necessary work in a timely <br /> manner while minimizing the amount of redisturbance necessary to <br /> reach project areas. As the attached schedule reflects, it is <br /> proposed that revegetation of the Mine 4 steep slopes occur this <br /> year. Reclamation of Road C (Mine 4 access) and Roads B and D <br /> (Mines 1 and 2 access) would not occur for two more years. Holding <br /> off on reclamation of these roads will allow continued access for <br /> the purposes of monitoring the revegetation effort at Mine 4, and <br /> to allow future access to the steep slopes at Mines 1 and 2. If <br /> the roads to Mines 1, 2 and 4 are reclaimed prior to completing the <br /> steep slope revegetation, it will be necessary to redisturb them at <br /> a later date due to the need for continued access, thus incurring <br /> an additional cost to repair the disturbance. Redisturbance of <br /> Roads E and F, which were reclaimed in 1996, will be necessary in <br /> order to reach the steep slopes of Mine 3. This proposed sequence <br /> also provides the opportunity to evaluate the Roads E, F and G. <br /> reclaimed in 1996, to determine whether the desired outc: me was <br /> achieved prior to implementing the concept throughout the L'asin. <br /> I am suggesting that in 1997 we proceed with a Bid to apply <br /> hydraulic erosion control material and seed at Mine 4 and on the <br /> upper Road C outslopes. If the cost of the Mine 4 steep slope <br /> revegetation project exceeds lot of the estimated cost, we should <br /> consider negotiating with the low bidder to delete or modify the <br /> hydraulic mat application, intensify the outslope preparation task <br /> and proceed with the project, presumably at a reduced cost per <br /> acre. <br /> If the hydraulic erosion control material project is unsuccessful , <br /> or if we feel that for whatever reason we do not wish to proceed <br /> with this technique at other areas of the site, we will proceed <br /> with outslope revegetation using alternative methods at the other <br /> mine and road locations at reduced costs per unit revegetated, but <br /> at a slightly higher cost of redisturbance repair, as the mine <br /> benches will likely be redisturbed to a greater degree. <br /> The projects at the lower portion of the mine area may proceed as <br /> planned so long as access to the upper portions of the Basin is <br /> maintained. The Warehouse Vicinity Project will be accomplished in <br /> 1997 with available funds. The Facilities vicinity Project is <br /> 3 <br />
