-2- <br /> In addition to the corrective actions required, we have developed an extensive <br /> document describing erosion problems at the site, and an evaluation of <br /> long-term solutions. The U.S. Forest Service and Mid-Continent were involved <br /> in developing the document. Currently, the Forest Service is reviewing this <br /> material . We anticipate receiving their comments soon and then finalizing the <br /> document. This will then provide Mid-Continent or its successor technical <br /> guidance in resolving long-term road generated sediment concerns. <br /> Many of the roads are constructed on Forest Service property. As the Federal <br /> land management agency, the Forest Service has been consulted regarding the <br /> ultimate disposition of the roads at Coal Basin. Mid-Continent Resources has <br /> been subject to a Forest Service Special Use permit. This permit discusses <br /> the use and post-mining disposition of the roads. As such, we have attempted <br /> to incorporate the road reclamation provisions of the Special Use permit into <br /> the State Mining and Reclamation permit. Additionally, as the Forest Services <br /> perceived post-mining needs change, we encourage Mid-Continent to modify the <br /> state permit such that neither permit conflicts with the other. <br /> The Mined Land Reclamation Division is very supportive of any efforts which <br /> can be made to improve environmental conditions within the Crystal River <br /> Drainage. The Division is striving to ensure stabilization and reclamation of <br /> the Coal Basin site in cooperation with Mid-Continent Resources and the Forest <br /> Service.
