slopes, and was anchored with two different types of tackifier. One of these materials, which <br />was donated by the manufacturer, is purported to stabilize soil particles as well as to tack <br />mulching materials. <br />Seeding of the slopes was accomplished using both commercially available species, and seed <br />collected from species native to the mine site at the 10,000 foot elevation. Seed from <br />Calamagrostis purperesence, Aster glaucodes and Senecio (sp ?) were collected at maturity from <br />the Mine 1 area, and redistributed in selected areas at Mine 4. In some cases, the natives were <br />seeded in conjunction with commercial species, and in others they were seeded alone, <br />supplemented only by Woods Rose. <br />The Division created a methodology for evaluating the degree of reclamation success pertaining <br />to the 1996 road reclamation project. All segments of the reclaimed roads were evaluated, and a <br />report documenting each area was generated. Upon completion of the report, repairs were <br />undertaken at certain areas as needed to help stabilize some of the rolled dips constructed in <br />1996. These repairs were accomplished on Roads E and F. Due to extremely wet conditions, no <br />action was taken to repair any portions of Road G in 1997. <br />PUBLIC PARTICIPATION <br />At the beginning of 1996, the Redstone Caucus was in the process of trying to gain a community <br />consensus regarding designation of an appropriate post - reclamation use of the facilities area. <br />The Division attended meetings in 1995 and in early 1996 at the request of the Caucus to <br />represent its perspective of how the reclaimed configuration would lend itself to the various use <br />proposals. Ultimately, the Caucus recommended that the U. S. Forest Service manage the Basin. <br />The Division was asked to lead a tour of the Mine area in early June, 1996 for one of its most <br />vocal critics, the Crystal River Environmental Protection Association. The tour was attended by <br />about 60 people. The reclamation process was described, and conceptual reclamation plans were <br />discussed. The tour was well received, and provided an opportunity to dispel the apparently <br />wide held belief that the reclamation process was simply a facial make over of the mining <br />disturbances. <br />Also during the summer of 1996, the Division hosted two tours of the mine area for local <br />residents and interested public. Both tours were advertised in western slope newspapers from <br />Grand Junction to Redstone. The first tour was held in early July, and was attended by about 50 <br />to 60 individuals, including a State Senator, Pitkin County Commissioners and representatives of <br />Mid - Continent. The public was shown areas which were reclaimed in 1995. Areas to be <br />reclaimed in 1996, including the Rock Tunnel, and Roads E, F, G and Mines 1 and 2 were <br />toured. Successes as well as areas which need improvement were visited and discussed. <br />A second public tour of the site was held in late September. The purpose of the tour was to show <br />the areas reclaimed during the preceding construction season. Unfortunately, a snowstorm swept <br />5 <br />
