Drawer 790 <br />Glenwood Springs, Colorado 81602 <br />Dear Diane: <br />Greg Lewicki And Associates <br />I have reviewed the DMG's proposal and subsequent bid award for revegetating the downslopes <br />of Mine #4 and have also read the DMG's proposal to conduct downslope work and road <br />cut &fill slope work in the fall of 1998. From these documents and our meeting on July 9, 1998, I <br />have enclosed the following comments. <br />Mine #4 Downslope Revegetation Work <br />1645 Court Place, Suite 309 Phone /Fax: (303) 629 -9335 <br />Denver, CO USA 80202 E -Mail: lewicki(denvisionet.net <br />Re: Coal Basin Revegetation Evaluation <br />1) Although the original bid award for the Mine #4 downslope work was $116,400 for 15 acres, <br />the actual cost was eventually reduced to $72,775 but we do not know if any acres were <br />eliminated from the work. According to the original bid award, the average cost per acre was <br />S7760. This should be compared with an estimated cost in the DMG cost summary of 1/21/98 of <br />$2280 per acre and normal-hydromulehing and seeding costs of $1200 per acre.- The Mine #4 <br />work combined 6 acres of "imprinter preparation work" and 9 acres of bonded fiber matrix <br />(BFM) work. The BFM is a costly wet slurry of wood fiber that when dried, forms a blanket over <br />100% of the surface instead of a normal mulch application. Steve seemed to indicate in the <br />meeting that they will not be using the BFM in future steep slope revegetation due to the costs. <br />2) It is unclear how the mulch was applied to the 6 acres of slopes where the imprinter was used <br />to make indentations and little benches in the slope. If it was broadcast, it is not likely that much <br />of the mulch was effective. There is little chance that straw mulch applied in a broadcast manner <br />would stay on a slope of approximately 1H:1 V slope. • <br />3) On page 8 of the RFP, it states that the depressions and benches serve to ameliorate the <br />overall slope angle. This is simply not true. The only way that the overall slope angle can be <br />
