VI, Postmining Land Use, for further discussion. <br /> %lid-Continent previously studied the area as a developed, lift-served alpine ski area, <br /> with some cross-country skiing proposed for the area between #5 portal and the <br /> preparation plant. <br /> The lift-served ski development would utilize the present central <br /> complex/preparation plant area extensively as a base for lifts, parking, etc., and <br /> would utilize ,1#4 mine portal as a lift terminus. <br /> Since submittal of the last permit application, further investigaton has been done of <br /> snowcat-served skiing for Coal Basin, and we have proceeded with development of <br /> the Redstone Cross-country Ski Touring Center adjacent to the road extending <br /> between the permit area and State Highway 133. <br /> These latter recreational outlets do not require the substantial capital outlays of <br /> lift-served downhill skiing. Some thought has been given to a simultaneous <br /> development of snowcat-served and cross country skiing during the mining life. <br /> However, we have not proceeded with such a development. <br /> Mid-Continent considers that a winter recreational use of the Coal Basin for <br /> snowcat-served downhill skiing and for cross-country skiing is compatible with the <br /> grazing and wildlife uses of the non-winter months, and does not constitute an <br /> alternative use. Rather, the winter recreational use is an additional, supplemental <br /> use of the area in accordance with the land use management plan for the White <br /> River National Forest. <br /> B. GENERAL PLAN <br /> Mid-Continent's reclamation procedures have been adopted to establish on all <br /> affected lands a diverse, effective and permanent vegetative cover of the same <br /> seasonal variety native to the area of disturbed land or species that support the <br /> approved post-mine land use. <br /> When an area is to be disturbed Mid-Continent follows a basic reclamation plan <br /> which is outlined below: <br /> — Al vegetation is cleared and site drainage structures <br /> are installed. <br /> 2 <br />
