pISCS USSION <br /> Major differences between the operator and Division estimate were limited to <br /> revegetation, mine bench backfilling, and Sutey pile topsoiling. <br /> The Division's higher revegetation cost reflected the assumption that the <br /> steep portal downslopes and haul road cut and fill slopes would be revegetated <br /> using straw mule and plastic netting to hold the mulch in place. The <br /> original permit application did not specify the technique to be employed, but <br /> this treatment was employed on the steep slope test plots and would be <br /> appropriate. The Division's estimate also assumed a 50% failure rate for the <br /> steep slope seeding, which is considered appropriate given the steep slopes, <br /> unfavorable exposures and poor soils. <br /> The mine bench backfilling costs differed due to the lower job condition <br /> correction factor used by the Division. The Division figure of .28 reflects a <br /> grade adjustment of .56 due to an average uphill push gradient of 20%. <br /> The Division's figure for topsoiling the Sutey Pile is based on an 18" average <br /> replacement depth , as opposed to the operator's assumption of a 12" depth. <br /> /ern <br /> 5090F <br />
