Mine 4 $72,775 8.5 acres <br /> Mines 1 /2 $155,312 18.4 acres <br /> Waste Piles <br /> A small portion of the Old Refuse Pile, and a large portion of the Sutey Refuse Pile were <br /> reclaimed by the Division in 1995. Reclamation included demolition and disposal of concrete <br /> conveyor belt foundations, grading of the refuse to achieve the desired land form, construction of <br /> drainage ditches and diversions, excavation, trucking and application of topsoil, and <br /> revegetation. Approximately 22 acres were reclaimed for a cost of$177,141. <br /> Flume Maintenance, 1995 <br /> During the spring run off in 1995, a serious problem with the Dutch Creek Flume was detected. <br /> The base of the concrete flume was damaged by heavy runoff in the early 1990's,resulting in <br /> leakage from the flume which in turn could threaten the structural integrity of the flume and of <br /> the adjacent Old Refuse Pile. Mid-Continent attempted to correct the problem by placing a nine <br /> feet diameter metal culvert into the twelve feet wide flume. The culvert was salvaged from one <br /> of the mine entry areas. Unfortunately, the culvert created a greater problem than the one it was <br /> meant to remedy. The culvert caused rock to dam the flume, nearly causing the flume to over top <br /> into the adjacent coal refuse. Overtopping was prevented by the Division hiring a contractor to <br /> undertake emergency remedial measures. The spring maintenance cost in 1995 was $18,923. <br /> In order to ensure that the same problem would not occur in the future, the culvert was removed <br /> from the flume. The leakages identified,but improperly corrected by Mid-Continent in the early <br /> 1990's, still needed to be repaired. Division contractors accomplished this during the period of <br /> low stream flows in the fall of 1995, at a cost of $21,000. <br /> Rock Tunnel Waste Dump <br /> This approximately 12 acre facility, and a two acre topsoil borrow area was successfully <br /> reclaimed in 1996 by the Division for$88,787. Reclamation included grading of the earthen <br /> materials in the dump to achieve the desired land form, construction of drainage ditches and <br /> diversions, excavation,trucking and application of topsoil, and revegetation. <br /> Rock Tunnel Project <br /> In the early 1990's, Mid-Continent erected a concrete block wall within each of the Rock Tunnel <br /> entries. Because the Rock Tunnel was known to drain water from within the mines, each wall <br /> was built with small holes at the base to allow for the water to drain. Unfortunately, the holes <br /> were either undersized to adequately drain the volume of water exiting the tunnels, or, because <br /> they were placed at ground level, the holes were partially plugged. In any case, water was <br /> observed to be weeping through the concrete block walls at a height of six feet or more. The <br /> Division was concerned that eventually sufficient force would be exerted by the water <br /> impounded behind the block walls, and the walls would fail, causing a rush of water to flow from <br /> the mine. <br /> In 1996 the Division reclaimed the Rock Tunnel area. In order to remediate the poor design or <br /> constructed drainage problems, Division contractors placed large diameter plastic pipe within <br /> 7 <br />
