Coal Basin Mine Site. <br /> Dear Ms. Nachtriebe: <br /> I'm writing on behalf of Mid-Continent Resources, Inc. and Louis M. LaGiglia, <br /> Trustee of the bankrupt estate, to request permission from WQCD to activate <br /> Outfall 029, to be used through the coming winter as an alternate to the 016 pond <br /> series. <br /> Mid-Continent Resources holds Permit CO-0000396, which covers the site of a <br /> former mining operation situated in Pitkin County. Mining ceased in January, <br /> 1991, and since that time the mine site has been undergoing reclamation, carried <br /> out principally by the Colorado Division of Minerals & Geology (DMG). <br /> Reclamation has been largely completed. <br /> The primary mine entry at the site has been sealed, with a drain installed to allow <br /> for discharge from the mine. This mine discharge is continuous, flowing <br /> throughout the year. It flows from the yard area outside the sealed mine entry to <br /> a three pond series, situated approximately '/2 mile away. The ponds were <br /> designed for sediment control during the period of active mining, although since <br /> active operations ceased, the water discharging from the mine has been <br />
