Chapter V
3. FINAL RECLAMATION
The first step will be the removal of all structures. For each pad area (#1 through #5)
all structures not required in the post mine plan will be removed and either sold intact
or cut up for scrap (buildings, power lines, conveyors, bins, track, etc.). The concrete
buildings and foundations will be broken up and pushed against the mine entry face--
up.
Mine portals will be sealed in accordance with 30 CFR Chapter 75.1711-2 of the
federal regulations and with 4.07.3 of the state regulations.
75.1711-2 requires:
Slope or drift openings ... shall be sealed with solid, substantial, incombustible
material, such as concrete blocks, bricks or tile, ior shall be completely filled with
incombustible material for a distance of at least 25'into such openings.
4.07.3 requires, for an exposed underground entryway, that it shall be:
"...capped, sealed, backfi/led, or otherwise properly managed..."
Accordingly, as required by MSHA, the operator will use a solid, substantial and
incombustible material for sealing the entryway. The material will be the concrete
rubble from the foundations of the buildings. As required by MLRD, portals will be
sealed with a cement or concrete block plug.
Before material is placed against the mine entry face-up, the portal platform will be
graded and, if useable "A" and "B" horizon soil is available, the material will be used as
topsoil.
After all buildings and man-made structures not included in the post-mine land use
plans have been removed, the portal areas will be scarified and regraded. Following
portal platform grading, water bars, water conveyance system and temporary sediment
ponds will be removed, making sure all sediment requirements have been met. Upon
completion of mining, it is estimated that backfilling and grading of the mine portal
areas can be accomplished in one season.
In preparation for revegetation, soil samples will be,taken to determine whether soil
amendments and fertilizers are needed. Prior to placement of any amendment on
areas to be revegetated, MLRD will be consulted on analyses that will be required to
determine whether any potential plant toxicities will result from the application of the
amendment. Since parts of the pad areas have been blasted from solid rock outcrops,
it is believed that these areas should be left as rock. Attempts to place topsoil over
such areas would probably cause a stability or sediment problem.
22
RPvicPri AX19
