'Therefore important <br /> provisions of the Permit Revision (which <br /> "was submitted to upgrade the extensive <br /> road system. . . 11 ) need to be modified to <br /> accomplish optimum final reclamation of the <br /> area including the road-beds and associated <br /> structures or features, <br /> 12] Stipulations 5, 6, and 7 do not <br /> provide assurance that the actions required <br /> of Mid--Continent will be adequate to <br /> accomplish the intended erosion control . <br /> [3 ) Section X1X of the Permit Revision <br /> does not specify adequate erosion control <br /> measures to stabilize the slopes <br /> intercepted by the road system.
