Permit C-81-017. <br /> Management of Non-coal waste. <br /> Dear Mr. Mathews: <br /> Mid-Continent Resources requests a revision to the permit in order <br /> to provide for a more specific description of management of non- <br /> coal waste. <br /> Notice of Violation C-91-023 requires a revision to the permit <br /> which provides a schedule "for regular compaction and burial of <br /> waste at the rock tunnel disposal site and commits to completion of <br /> final reclamation of the Mine 1 non-coal waste disposal site during <br /> 1992. " NoV C-91-022 requires a revision to the permit which <br /> addresses specific plans for non-coal waste management at the <br /> various facility areas, including a schedule for demolition or <br /> repair of structures at Mines 3 , 4 and 5 which have been damaged by <br /> the elements. <br /> As the subject matter of both violations is management of non-coal <br /> waste, I have combined the required plans in a single request for <br /> technical revision. <br /> In looking through the permit, I believe the revision should be <br /> made to the section describing Non-Coal Refuse Disposal (Vol. 1, <br /> Ch. II, page 44) . Enclosed are revised permit pages. <br /> The regulations at 4.11.4 provide: <br /> Disposal of Noncoal Waste. <br /> " Wastes shall be routinely compacted and covered to <br /> prevent combustion and wind-born waste.
