INTRODUCTION <br /> Native Plants , Inc. , is pleased to respond to your request for a pro- <br /> posal to establish revegetation test plots that will provide revegetation <br /> success standards. The objectives of this proposal are to adequately <br /> address the following two stipulations required by the State of Colorado <br /> in the mining permit: <br /> No. 16 - The permittee must cover the coal processing waste embank- <br /> ment with four (4) feet of the best available non-toxic, non- <br /> combustible material until such time that the permittee can <br /> supply adequate evidence to the division showing that the <br /> chemical and physical characteristics of the coal processing <br /> waste will not limit plant growth and the revegetation suc- <br /> cess standard can be met with a lesser depth. <br /> No. 19 - Within one year of permit issuance, the permittee must <br /> submit a plan for test plots to develop a revegetation <br /> success standard for the mine benches and associated light <br /> use and access roads to the division for approval . The <br /> approved plan must be implemented within two years of <br /> permit issuance. In addition, the permit application must <br /> be updated to include the approved plan. <br /> Native Plants proposes to : 1 ) sample previously reclaimed areas in <br /> order to verify the soil depth needed to cover coal processing wastes (if any) <br /> so as to yield adequate plant growth; and 2) establish test plots in order to <br /> determine suitable revegetation success standards for the untopsoiled mine <br /> bench outslopes on three different aspects. The following technical approaches <br /> are proposed for each of the stipulations. <br />
