°F AG,P,, DEPARTMENT OF NATURAL RESOURCES <br /> \y�l D Monte Pascoe Execuhve Dinectui <br /> °' MINED LAND RECLAMATION DIVISION <br /> * 1 *I <br /> DAVID C.SHELTON Director <br /> 1876 <br /> Ricnard D Lamm <br /> Governor <br /> M E M O R A N D U M <br /> 17 February 1983 <br /> TO: Jim Herron FROM: Jim Pendleton <br /> RE: Draft Amended dal .E ocessing Waste" Findings for Coal Basin Mines <br /> Pursuant to your request I have completed a review of the amended 5-year <br /> Coal Processing Waste Pile plans and associated analyses submitted by <br /> Mid-Continent Resources, Inc. for the new pile at the Coal Basin mines. <br /> The plans and analyses were prepared by Geohydro Consultants, Inc. , <br /> consultants to the operator. The plans are acceptable and I recommend <br /> approval of the 5-year configuration proposed, following your resolution <br /> of remaining final reclamation cover questions. <br /> For your use in preparing your amended findings documents I have prepared <br /> the following insertion for your original section XVIII . In addition I have <br /> noticed that you included a discussion of the underground development waste <br /> disposal from the rock tunnel within Section XVIII of your original findings. <br /> This discussion , contained in paragraph 3 on page 53, should be relocated <br /> to your Section XVI , "Backfilling and Grading" . <br /> In revising your original document, I recommend that you insert the following <br /> information as paragraphs 3, 4 and 5 on page 53: <br /> "Mid-Continent Resources , Inc. , amended the permit application to propose the <br /> construction of a second coal processing waste disposal structure within the <br /> permit area. The site of the additional waste pile is located within the <br /> upper reaches of an unnamed, intermittent tributary stream of Dutch Creek. <br /> The proposed five-year disposal facility is located approximately 12 miles <br /> southwest of the coal processing plant. It is the intent of the operator <br /> to discontinue use of the existing coal processing waste pile upon approval <br /> and construction of the second structure, which is projected to occur during <br /> 1983. Access to the proposed structure will be via an access road off the <br /> existing access road to the No. 4 mine bench. <br /> Mid - Continent Resources , Inc. , had a geotechnical investigation and stability <br /> analysis prepared for the proposed structure by Geohydro Consultants , Inc. <br /> Conceptual projections have also been prepared for an enlarged, longer life <br /> disposal configuration for the second structure. The geotechnical investi- <br /> gation and stability analysis were prepared in accordance with the prudent <br /> state-of-the-art of slope stability analysis.
